Traffic flow and pedestrian-friendly improvements, architectural updates, increased square footage and eco-friendly enhancements to benefit the Clairemont Mesa community
Regency Centers Corporation (NYSE:REG), a national owner, operator and developer of grocery-anchored and community shopping centers, will begin construction next week on the first phase of renovating Balboa Mesa Shopping Center. The 189,321-square-foot infill shopping center is anchored by Kohl’s, Vons and CVS/pharmacy and was acquired by Regency last August. The renovation is scheduled for completion in summer 2014.
The first phase will include the addition of an outdoor plaza and eating area at the highly visible corner of Balboa Avenue and Genesee Avenue. Additionally, interior retail buildings will be updated with a fresh color palette and stone accents. The Balboa Avenue entrance will be reconfigured, new pedestrian pathways will be installed and 149 parking spaces added to improve access and traffic flow within the center. Upgraded signage and landscaping will further improve the center’s appearance.
“As an established, long-term property owner in San Diego, Regency’s vision, since acquiring the property late last year, was to enhance the appearance, retail options and consumer experience at this vibrant neighborhood center,” said Gregg Sadowsky, senior market officer for Regency Centers.
As part of Regency’s greengenuity® program to reduce the environmental impact of developing and operating shopping centers, the Balboa Mesa Shopping Center will incorporate a number of sustainable elements such as replacement of all parking lot lighting with high-efficiency LED fixtures and programmable dimmers to minimize energy use. In addition, over 9,000 square feet of landscaped storm water treatment, including new bioswales, will be installed. With these improvements, Regency will seek LEED® certification for the center.
Built in 1969, Balboa Mesa Shopping Center is anchored by Kohl’s and Vons alongside retailers such as CVS/pharmacy, U.S. Bank and O’Reilly Auto Parts. Regency owns and operates 11 retail centers, totaling 1.9 million square feet, in the San Diego market. The properties are managed by a nine-member team with an office in San Diego County.

Everyone in this city benefits from zoning protections. The Western edge of the Balboa Mesa property is zoned CN which disallows drive through businesses, hard alcohol and live entertainment. This zoning protection was put into place by the City to protect the residents of the Pacific Bluffs acros the street. Pacific Bluffs proudly anchoring the community core. This shopping center can benefit everyone! Most of the center is zoned CC which allows all businesses. A small portion across from residential homeowners is zoned CN which allows all businesses except bars, drive-thrus, live entertainment, and 24-hour stores. Simply put CN-friendly options in the CN zone(Trader Joe's? PF Changs? Would love a yummy breakfast place. Chipotle great idea, but hear it is already going in across the street near the new Panera Bread...as is a Five Guys burger place. See, burger need is being met!) and keep drive-thrus/bars/etc in the CC zone. Seriously, protective zoning is important. It is a big part of what makes people willing to live near commercial areas. And that benefits the entire community. Keep Clairemont a great place to LIVE. Redevelopment YES, Rezoning NO! :)ReplyDelete
Regarding bike friendliness (and more) at this shopping center, check out pages 41-44 of Clairemont's Community Plan. Planners have obviously put some thought into the future of this area. Looks cool...hope citizens encourage developers to stick to the plan!ReplyDelete

Protecting them from what? There is currently a ratty bar in that shopping center and a drive through taco bell across the street on balboa? How have either of those hurt the prima donnas at pacific bluffs in any way? I live across the street from the dilapitated diane shopping center for years. I went to the Clairemont Town Council meeting Thursday, July 11,2013 and was informed, by the owner of Balboa Mesa, he is still trying to get In & Out Burger into his center. I'm very opposed to any drive thru restaurant here for the same reasons mentioned above 1. Against an existing CN zoning (The Western edge of the Balboa Mesa property is properly zoned CN which disallows drive through businesses, hard alcohol and live entertainment)2.Chipotle and 5 Guys Burgers are being built across the street. 3. We could use a more upscale business like Trader Joe's, PF Chang's or bring back Marie Calenders! I am VERY concerned adding another drive thru burger place will only make traffic dangerous & unbearable and we already have many in a 3 mile radius! Now that our Home Depot is the largest in So. Calif. we should be able to support more upscale businesses. Please forget about In and Out Burgers! I wrote yesterday about my concern of the possibility of rezoning the Balboa Mesa Shopping Center.
As I thought more about it I realized my real concern is a "drive thru" business drives business AWAY from the other tenants of the shopping center thus
hindering the possibility of attracting more upscale business to this shopping center.
I feel instead of making Balboa Mesa Shopping Center a "destination shopping center" with more upscale businesses, it will attract people who drive through, get their desired item and drive OUT of the community. The "drive thru" concept is designed to attract customers, in a hurry, who want a quick meal or snack to take home or to some other activity AWAY FROM THE COMMUNITY.
It seems to me, the focus of this rezoning issue has been on the Pacific Bluffs homeowners which are only 173 feet across the street from the proposed "drive thru" business. And 268 condos should be a real concern since the original zoning was intended to protect potential customers of this shopping center. However, I live 1 1/2 miles southwest of Balboa Mesa Sopping Center and I, too, am concerned about the traffic congestion almost guaranteed by this addition of a "drive thru" business. Moreover, I am concerned about the Center's ability to attract other quality businesses because a "drive thru" will drive away their customers. A "drive thru" customer is not likely to park their car and frequent another business. The tenants of Balboa Mesa may find it ultimately more lucrative to move their business across the street where Five Guys Burgers and Chipotle will attract people to shop in their stores before or after a meal.
I am a business woman who believes in developing business for ALL the merchants in a center, not just one "drive thru" business. Let's improve Balboa Mesa to make it a great place to drive, walk or bike to an attractive shopping center and buy from multiple businesses. Let's not DRIVE AWAY our customers to other shopping centers.

I picture an area with a water fountain,grass, seating area with umbrellas, for folks to relax in. Then I picture some places to shop. How about a trader joes or a fresh and easy. then I picture a movie theater place, with a walkable bridge connecting the target plaza with the Vons plaza. I would like to see a bicycle parking place. Have meeting rooms available for public to use for wt. Watchers.,Claremont community meetings, environmental groups, volunteer group meetings.ReplyDelete
