District 6 Update From Councilmember Chris Cate

On Wednesday, January 14, Mayor Kevin Faulconer hosted the State of the City Address. Mayor Faulconer presented a bold agenda and vision for the future of San Diego.  I applaud his commitment to restore our city’s streets by doubling the miles of road repair over the next six years.

I look forward to working with my council colleagues and Mayor Faulconer to address the police recruitment and retention crisis, strengthen San Diego’s economy and increase the level of city services. Finally, I wholeheartedly share in the Mayor’s goal to create opportunity for all neighborhoods and for us to become one San Diego.

On Wednesday, January 28, Councilmember Scott Sherman and I proposed the Mayor implement a “smart budgeting” pilot program for Fiscal Year 2017.


The memo calls for Mayor Faulconer to identify one (1) City Department to implement a “Zero-Base” budgeting process for the 2017 fiscal year. As opposed to traditional budgeting practices, “Zero-Base” budgeting requires City Departments to begin with a zero-dollar baseline, justifying all of the expected expenses for the upcoming fiscal year. Under a smart budgeting method, City Departments evaluate all of their programs for the upcoming year and determine the costs necessary to support them. twitdoc.com/3QXV

On Friday, January 30, Mayor Faulconer announced the group of civic leaders and financial experts who will develop – for the first time – a real plan for a new Chargers stadium that will include locating an optimal location and proposing how best to pay for it.
