I look forward to working with my council colleagues and Mayor Faulconer to address the police recruitment and retention crisis, strengthen San Diego’s economy and increase the level of city services. On Wednesday, January 28, Councilmember Scott Sherman and I proposed the Mayor implement a “smart budgeting” pilot program for Fiscal Year 2017.
The memo calls for Mayor Faulconer to identify one (1) City Department to implement a “Zero-Base” budgeting process for the 2017 fiscal year. As opposed to traditional budgeting practices, “Zero-Base” budgeting requires City Departments to begin with a zero-dollar baseline, justifying all of the expected expenses for the upcoming fiscal year.
